In general, a preample is a sequence of declarative statements that set out the context, purposes or scope of a legal document, legally binding instrument or international agreement (protocol, treaty, convention, proposal or other), often at the beginning of such a document, and which may also include some preliminary context and global objectives, which are an integral part of it, to outline the setting and purposes.
Some common types of preemables include:

2. Extention to British national law (name of the Act)
3. Extension to British overseas territories
